SIR - Your briefing on Africa (Opportunity knocks, October 11th) shares the common weakness of the views of most commentators on sub-Saharan Africa: a failure to mention, let alone deal with, the fundamental of the continent’s continued underdevelopment. That fundamental cause, particularly in countries with two or three dominant tribes, is tribalism. GO
